Fixing build errors of dependencies and xreg on newer versions of ubuntu LTS (22, 24, 26). Removing MacOS and Windows from build CI for now, until those issues are resolved separately.
Updated versions of Eigen, VTK and OpenCV dependencies.
Updated TCIA data download in the wiki_cmds functional test.
